Carbon dividend: tax fossil fuels, rebate evenly to households

Summary

A revenue-neutral upstream fee on carbon, with 100% of revenue returned as quarterly per-capita dividends.

Problem

Carbon pricing without revenue recycling is regressive. A dividend model returns money to households while still pricing emissions.

Proposal

Section 1. Fee. Imposes an upstream fee on fossil fuels at the point of extraction or import, beginning at $40/ton CO2-equivalent and rising $10/ton annually. Section 2. Dividend. 100% of net revenue rebated quarterly to U.S. residents, equal per-capita. Households of two adults and two children receive 3 shares (children at half-share). Section 3. Border adjustment. Imports from countries without comparable carbon pricing are assessed an equivalent border fee.
